Art is serious business in Paris.  Unlike the museums and galleries with astronomical costs of paying for brick and mortar establishments, the Paris art dealers on the streets make buying art "affordable" and "negotiable" to allow collectors to get "a good deal"! The city is rich with great artists and people buy entire collections.  When a collector dies, for example, the art dealers who find out first will negotiate with wealthy family members for an entire collection that they can quickly sell on the open market in the streets of Paris.  Running a gallery is extremely, extremely expensive in Paris, so many art dealers go to weekend art events in the arts district, and you can even find great original works of art on the streets of Paris.  Art sells FAST in the streets of Paris, though, because if you blink it will be GONE!
